Study of Legal Systems Related to Intangible Cultural Heritage in the Greater Mekong Region

A strong legal system plays an important role in safeguarding ICH. Building an efficient framework to safeguard the heritage is one of the key issues for the governments of developing countries that have difficulty in securing sufficient budgets and human resources for ICH safeguarding. Also, the countries that have ratified the 2003 Convention are required to develop a domestic legal system in accordance with the principles of the Convention.

To support efforts to strengthen such legal systems, IRCI has launched a project entitled “Study of Legal Systems Related to Intangible Cultural Heritage in the Greater Mekong Region”, based on the decision approved at the 2nd IRCI Governing Board Meeting in October 2013. IRCI then dispatched a team of legal experts to Laos in January and Cambodia in February 2014 to conduct interviews with culture-related government agencies and researchers. IRCI is planning to conduct further research in cooperation with national universities of both countries.
