At the UNESCO General Conference of October 2009, authorisation was given for the establishment in Japan of a UNESCO-supported International Centre for Cooperation (UNESCO Category II Centre) for intangible cultural heritage in the Asia-Pacific region, with UNESCO and the Japanese government concluding an agreement to this effect in August 2010. As a result, in October 2011 the Independent Administrative National Institutes for Cultural Heritage opened the International Research Centre for Intangible Cultural Heritage in the Asia-Pacific region (hereafter IRCI) as a base for stepping up efforts to safeguarding intangible cultural heritage in the Asia-Pacific region.
The visions of the IRCI are to:
- Form an international research centre for intangible cultural heritage in the Asia-Pacific Region.
- Achieve the objectives prescribed in art.4 para.1 of the Agreement between UNESCO and Japan, through the functions outlined in art.4 of para.2 of the agreement.
- Cooperate with UNESCO and C2 centres in the field of ICH in the region.
- In cooperation with Sakai City, operate projects which utilize the outcomes of the activities of the IRCI.
