Description
The Ministry of Culture is the central state administrative organization in charge of cultural affairs. The Ministry is responsible for the development and implementation of laws, policies and strategies related to the cultural sector, and provides professional advice and all-round support to the Minister and the Government. The Ministry acts as an advisor to the Government on matters of its responsibility, takes responsibility, and provides prompt and professional services to citizens in accordance with its responsibilities. The structure of the Ministry of Culture of Mongolia consists of a total of 7 departments, and the "Department for Coordination of Cultural Heritage Policy Implementation" is responsible for coordinating the policy of cultural heritage including ICH and its implementation. Department of Cultural Heritage (Senior Specialist in Historical and Cultural Immovable Monuments, Cultural Tourism, Religious Cultural Heritage, Senior Specialist in Historical and Cultural Immovable Monuments, World and Regional Heritage Specialist, Cultural Documentary Heritage Specialist, Specialist in charge of intangible cultural heritage) has 5 specialists in charge of policy and its regulation for each type and scope. Among them, there is one specialist who is responsible for the Intangible Cultural Heritage Policy and its implementation. The expert ensures the implementation of the strategic goals of the Ministry of Culture within the framework of the Constitution of Mongolia, the Law on the Safeguarding of Cultural Heritage, and about 50 laws and legal documents of Mongolia. Powers exercised by the Ministry of Culture regarding the protection of intangible cultural heritage: - approve and ensure implementation of rules, regulations and instructions related to the implementation of laws and regulations on the protection of cultural heritage; - approving procedures for reporting and researching intangible cultural heritage, determining and registering inheritors of intangible cultural heritage, respectively; - adoption of procedures for registration of cultural heritage in the database; - providing financial support to citizens and legal entities engaged in the protection and promotion of cultural heritage; - taking measures to register historical and cultural immovable monuments in the preliminary list of World Heritage and the World Heritage List, to register intangible cultural heritage in UNESCO's list of representative and urgent protection of intangible cultural heritage; degree.
